Staying on the target to release the final version of Visual Studio 2019 on 2nd April, Microsoft released the Visual Studio 2019 Release Candidate (RC) along with the 4th preview bits. Initially both the builds contain the same changes and fixes, but moving forward the RC channel will have changes targeted for public launch.

Microsoft is going to release Visual Studio 2019 on 2nd April 2019, by organizing an online launch event that's going to kickoff at 9 AM PT. Scott Hanselman will kick off the event highlighting the latest innovations in Microsoft Visual Studio. If you are waiting for the latest and greatest IDE from Microsoft, don't forget to join the streaming at the specific time.
Point to note that, Microsoft publicly announced about the development of Visual Studio 2019 on June 2018. The first public preview version of the IDE was released on 4th December 2018, second preview on 23rd January 2019 and the third preview on 14th February 2019.

The Visual Studio 2019 Release Candidate (RC) gives you early access to the upcoming release. It is one of the final steps before general availability on 2nd April. You can install Visual Studio 2019 RC build side-by-side with Visual Studio 2017 and Visual Studio 2019 Preview builds.
As it is available for download from the "Release Channel", users of Visual Studio 2019 Release Candidate will be upgraded to the full release on April 2.You can download the RC from visualstudio.com/downloads.

You can download Visual Studio 2019 Preview 4 from the "Preview Channel" located at visualstudio.com/preview, which you can install side-by-side to experience what's next coming in Visual Studio 2019.
At this moment, Visual Studio 2019 Preview 4 and Visual Studio 2019 RC builds contain the same changes/fixes but moving forward the preview builds will focus more about the new developments. Please note that, this preview release is not "go-live" and not intended for use on production computers or for creating production code.
