The new Windows 10 Search Console experience is a server-side rollout, that will visible to you immediately if you are running Windows 10 version 1809 and above. You won't need to get a new update through Windows Update service.
The new layout is currently available to markets that enable Quick Searches, including United States, Australia, Canada, China, France, Germany, India, Japan, Mexico, Spain, and UK.
To invoke the updated design for Search Home, click on the search icon in the taskbar or press the Win + S shortcut key. A new two-column layout will be available to you, where you can see local weather, top news, and other more helpful informations.
